Passport Seva Online: How to Apply for Passport through Passport Seva Online portal in Tamil Nadu: A passport is used to verify one’s country of citizenship. If traveling outside your country, it is used to regain entry into your country of citizenship. Passports include your photo, name, birth date, gender and physical characteristics.

Requirement of a Passport (Online Process)

All Indian citizens who depart or intend to depart from India are required to be in possession of a valid passport or travel document. Under the Passports Act 1967, the Government of India may issue different types of passports and travel documents such as Ordinary Passport, Diplomatic Passport, Official Passport, Emergency Certificate and Certificate of Identity for the purpose.

Passport Application: Basic Requirements

The prescribed passport application duly filled in should be with all prescribed documents and fees. Merely submission of an application, however, does not constitute a claim for issue of a passport. It remains a request/requisition for a passport, which may be rejected due to deficiency in the supporting documents, not following the prescribed procedures or any other reason. The basic supporting documents required with passport application include:Proof of Date of Birth i.e. Birth Certificate, etcIdentity proof with photograph (to be verified by Passport Seva Kendra (PSK) Officials from the address proof and other documents)Proof of residenceProof of nationality (to be verified by Passport Seva Kendra (PSK) Officials from the supporting documents submitted).

Online Registration and Appointment:

The Online Appointment system has been introduced to ensure avoiding congestion at the Passport Seva Kendras (PSKs) and Post Office Passport Seva Kendras (POPSK) and cutting down the waiting time for applicants. Appointments are allotted according to handling capacity of a Passport Seva Kendra (PSK) and Post Office Passport Seva Kendras (POPSK) and are based on an Electronic Queue Management System. The following steps are involved in applying for a passport: online registration, filling up and submitting online application form, (alternatively, download e-form, fill up and upload the same at the Online Portal),scheduling an appointment and finally,visiting a Passport Seva Kendra (PSK) or a Post Office Passport Seva Kendra (POPSK).

Online Fee Payment

Online Payment has been made mandatory for booking appointment to visit a Passport Seva Kendra (PSK) or a Post Office Passport Seva Kendra (POPSK). Online Payment can be made through any one of the following modes: Credit/Debit Card (MasterCard and Visa), Internet Banking (State Bank of India (SBI) and Associate Banks only) and SBI Bank Challan.Applicants applying under Tatkaal service need to pay only the fee as applicable under the Normal service while making Online Payment. The balance fee as applicable for Tatkaal will be payable in cash at Passport Seva Kendra (PSK)/Passport Office, once Tatkaal application is accepted by Officials. Tatkaal facility is presently not available at a Post Office Passport Seva Kendra (POPSK). Online Payment will remain valid for one year from the first appointment date. The fee will be forfeited if applicants do not submit application at Passport Seva Kendra (PSK) or a Post Office Passport Seva Kendra (POPSK) within this period. No claim for refund, return or exchange of fee will be entertained for passport-related services. In case of multiple payments for the same Application Reference Number (ARN), for Passport-related services including miscellaneous services, the claims for refund will be dealt with as per the extant policy governing them.

Cancelling/Rescheduling a Visit:

If Applicants with confirmed appointments are unable to visit the Passport Seva Kendra (PSK) or a Post Office Passport Seva Kendra (POPSK) due to some reason, they are advised to reschedule/cancel their appointments. Appointment rescheduling/cancellation for an application are allowed up to three times only within a year of the first appointment date.

Visit to a Passport Seva Kendra (PSK)/Post Office Passport Seva Kendra (POPSK):

Visit the Passport Seva Kendra (PSK) or the Post Office Passport Seva Kendra (POPSK) with the requisite original documents and their photocopies. Photograph is not required. The list of requisite documents is available on the website. Applicants who, despite booked appointment, have been ‘refused token’ due to non-availability of required set of documents can revisit the same Passport Seva Kendra (PSK) or the Post Office Passport Seva Kendra (POPSK).

The Passport Seva Kendra (PSK) provides a world class ambience. Amenities in every Passport Seva Kendra (PSK) include helpful executives, Self-Service Kiosks, photocopying, food and beverage facilities, public phone booth, baby care, newspapers, journals and television in a comfortable air-conditioned waiting hall. The Electronic Queue Management System ensures the’first-in-first-out’ principle in application processing.

How to apply Passport explained in 7 basic steps

Step 1Register through the Passport Seva Online Portal. (Click on “Register Now” link on the Home Page).
Step 2Login to the Passport Seva Online Portal with the registered Login Id.
Step 3Click “Apply for Fresh Passport/Re-issue of Passport” link.

Step 7Visit the Passport Seva Kendra (PSK)/Regional Passport Office (RPO) where appointment has been booked, along with original documents.

Note:

  • Only emergency/medical cases and preapproved categories may visit Passport Seva Kendra without appointment. Service will be provided at the discretion of Passport Seva Kendra in-charge/Passport Officer.
  • In case of minor applicants (below 4 years of age), carry the recent passport size photograph (4.5 X 3.5 cm) with white background.
  • Resubmission of application form is required, in case the applicant does not visit the Passport Seva Kendra within 90 days from the online form submission.

Q2:The Surname field is blank on my passport. And my full name is written in the Given Name field. Could anybody tell the process to add the surname to my passport?
A:Applicants are requested to take utmost care when applying online with the view to ensure that the passports are delivered without any typographical errors since applicants have themselves fed the data. Also, every applicant is given opportunity to verify particulars at Counter-A of Passport Seva Kendra (PSK)/Post Office Passport Seva Kendra (POPSK).
However, if you find any mistake/error in the particulars printed in the passport booklet as per the application form submitted, please return the passport for necessary rectification at Regional Passport Office concerned. If the rectification is approved by the competent authority a new booklet with new passport number would be issued. Any additional fees required to be paid would depend solely on merit of the case. In certain cases, applicant can be advised to apply for re-issue of passport too.

Police Clearance Certificate (PCC) Form

Q3:Can Police Clearance Certificate be issued for more than one country through one application form?
A:No, Police Clearance Certificate (PCC) can only be issued for one country through one application form.

Background Verification for U.S. Customs and Border Protection GEP Related

Q4:What is Global Entry Program (GEP)?
A:GEP is a U.S. Customs and Border Protection (CBP) Trusted Traveller Program that allows expedited clearance for pre-approved, low-risk travellers upon arrival in the United States through dedicated lanes and kiosks. Citizens of India are eligible for Global Entry. Refer link for details on U.S. CBP GEP program.
Q5:What is Background verification for GEP? In which case I need to apply for this?
A:Background verification for GEP is a miscellaneous service provided via Passport Seva System to conduct vetting of the Passport and Police/Criminality check for Indian Citizens willing to enrol for U.S. CBP Global Entry Program (GEP).
If you have applied for U.S. Customs and Border Protection (CBP) GEP, you will have to apply for background verification for GEP via Passport Seva System to obtain clearance from Regional Passport Office of your choice. Q6:How do I apply for a Background Verification for GEP?
A:After applying for GEP by submitting an application through CBP’s Global Online Enrollment System (GOES) you will need to apply for “Background Verification for GEP” after logging into Passport Seva Portal (www.passportindia.gov.in). You will need your GOES ID to apply for GEP background verification. Please note that only one Background Verification application can be submitted at PSK/PBO against a GOES ID.

Q7:Do I need to visit PSK to submit my Background Verification for GEP application?
A:Yes, you will be required to schedule an appointment and visit PSK for submission of your application. Refer Steps to Apply for Background Verification of GEP.
Q8:What documents do I need to carry during my visit to PSK for submitting my Background Verification for GEP application?
A:You will be required to carry following documents:Passport in original with self-attested photocopy of its first two and last two pages, including ECR/Non-ECR page (previously ECNR) and the page of observation , if any , made by Passport Issuing Authority and validity extension page, if any, in respect of short validity passport.Proof of Present Address (if address is different from the one mentioned on passport).
Q9:I have submitted by Background Verification for GEP application at PSK/RPO. How will I know the status of my Background Verification for GES application?
A:The GEP background verification process is internal arrangement between US CBP and PSP Division, MEA. The status of background verification is not disclosed to the applicant due to security concerns. Applicants may directly approach to US, CBP for their application status.

Q11:Do I need to provide original documents or will certified copies or extract be enough?
A:Applicants are required to attach self -attested photocopies of all the required documents with the application form at PSK/POPSK. Original documents must be produced at the counter during your application processing at PSK/POPSK; which will be returned after verification.
Q12:Is Identity Certificate mandatory for Government/Public Sector/Statutory body employees?

Can a government employee apply as an ordinary citizen without submitting the additional documents?

In what cases Annexure A,G and H have to be submitted and is it mandatory to submit these documents?
A:For issuance of a passport, Government/Public Sector/Statutory body employees need to submit either Identity Certificate in original as per Annexure “A” or No Objection Certificate (NOC) as per Annexure “G” or Prior Intimation Letter (PI) as per Annexure “H” as an additional document along with the application form. If he/she submits Annexure “A”, passport will be issued without police verification and if he/she submits Annexure “G”, passport will be issued on post police verification basis and if he/she submits Annexure “H”, passport will be issued on pre police verification basis.
Q13:I am working in a private bank. ? Am I required to furnish my Identity Certificate?
A:No, only Government/Public Sector/Statutory body employees need to submit their Identity Certificate.
Q14:If a government employee wants to apply for major change in name in passport, is advertisement/declaration/announcement in a leading newspaper required to be submitted?
A:If Government/Public Sector/Statutory body employee wants to go for major change in name, then he/she has to submit the following additional documents:Gazette Notification changing name in applicant’s department.Fresh ID Certificate in changed name.
Q15:Can dependents of Government/Public Sector/Statutory body employees apply for the passport in the normal process without submitting any affidavits?
A:Dependent family members of Government/Public Sector/Statutory body employees can be issued passport (validity of passport for minor dependent restricted to the age of 18 years) without police verification, if they submit “Identity Certificate” in original as per Annexure “A” (of dependent) as an additional document.
Otherwise, passport would be issued to them on pre police verification basis, or post police verification basis – if they apply under Tatkaal scheme with required documents.

Q18:I am a salaried person and Income tax is deducted from salary. What are the documents I need to submit for Non-ECR status?
A:Following documents have to be submitted for Non-ECR (previously ECNR) status:Proof of assessment of income tax and actual payment of income tax for last one year; orIncome Tax returns statement (with income tax being paid by the applicant) for last one year that is stamped by income tax authorities and a copy of the PAN card.

Mobile Passport Seva Application

Riding on the new wave of information dissemination, Ministry of External Affairs has brought the passport related services on the mobile for smartphone users. Users can now access these services on smartphones using mobile app mPassport Seva.

Passport Seva Project, being executed by PSP Division of the Ministry of External Affairs (MEA), Government of India, aims at providing all the Passport-related services to the Indian Citizens in a speedy, convenient and transparent manner. This is one of the largest projects of the Government of India under the National e-Governance Plan (NeGP) being executed in public-private-partnership mode with Tata Consultancy Services (TCS) as the private partner. The project is already operational and servicing citizens through 93 Passport Seva Kendras and 412 Post Office Passport Seva Kendras across India.

mPassport Seva is a light weight, easy to use app that provides all the functions as available over the Passport Seva Portal such as New User Registration, existing User Login, Apply for Passport Services, Pay online, Schedule appointment, Know Location of Passport Centers, Fee Details, Application Status, Contact Information and other General Information.

The app provides facility to Register, Apply, Pay and Schedule appointment for Passport related services.The app provides information on various steps involved to obtain a passport related service and where to call in case of queries or concerns.The users are able to search for a Passport Seva Kendra (PSK) or District Passport Cell (DPC).
